Some of the important resolutions in this were that the partners will research the current regional housing market needs and that they will make agreements concerning the contribution of land ownership and the phased development of the area, among other things. This has to be completed this summer because the partners want to finalise the cooperation agreement then.
GOM Zuidplaspolder
The GOM Zuidplaspolder is a partnership consisting of AM, Amvest, ASR Vastgoed Ontwikkeling, Heijmans and Woonbron and as such is the most important market party in the development of the Zuidplaspolder for the Zuidplas municipality. The Area Development Association (ADA) owns more than 220 hectares of land in the polder. The ADA and the municipality base their plans on the spatial development plan ISP 2006 that was drawn up by the province and the municipalities of Gouda, Rotterdam, Waddinxveen and Zuidplas.
Framework contract
In the framework contract the parties express their ambition to further extend the public-private cooperation collectively. The objective is to achieve quality and cohesion in the development of the entire area, in order to then be able to finalise implementation agreements concerning parts of the plan. This will be done together with other parties where it is possible and necessary. The necessary steps, such as research into the accommodation needs and making agreements regarding the contribution of land ownership and financial payments for matters that are important for the entire area, and consequently for all parties, still have to be taken.
Council of State
The municipality and the ADA want to finalise the cooperation agreement, in which the above points have been detailed, this summer. What is important is that the different development plans aren’t irreversible as yet. The judgement by the Council of State concerning the notices of appeal against this development plan is expected in the summer. The results of this judgement will of course be incorporated in the intended cooperation agreement.
